Canada, Japan forge strategic partnership amidst global challenges

In a significant move to bolster bilateral ties and to address pressing global issues, the Prime Ministers of Canada and Japan announced establishment of a Comprehensive Strategic Partnership.

This enhanced alliance, underpinned by shared democratic values, economic strength, and cultural bonds, aims to navigate a rapidly evolving geopolitical landscape, particularly in the Indo-Pacific region.

In a joint statement, issued from Tokyo, highlighted a mutual commitment to multilateralism, a free and open Indo- Pacific governed by the rule of law, and the expansion of trade and investment.

Recent months have seen a deepening of defence and security cooperation, marked by the entry into force of the Security of Information Agreement and the signing of the defence Equipment and Technology Transfer Agreement.

Further strengthening legal frameworks, a Mutual Legal Assistance Treaty was also signed, enhancing cooperation in criminal justice.

Both nations underscored the critical juncture facing the international community, renewing their resolve to tackle shared strategic interests.
A strong emphasis was placed on maintaining a free and open Indo-Pacific, with a firm stance against any unilateral attempts to alter the status quo by force or coercion, particularly in the East and South China Seas.

The 2016 South China Sea Arbitral Tribunal Award was reiterated as final and legally binding. The leaders also called for the peaceful resolution of cross-Strait issues through constructive dialogue.

Serious concerns were voiced regarding North Korea’s unlawful nuclear and ballistic missile programs, its malicious cyber activities, and increasing military cooperation with Russia.
Canada and Japan reaffirmed their commitment to the complete denuclearization of North Korea and urged immediate resolution of the abductions issue.

The leaders also discussed the situation in the Middle East, advocating for a just, lasting, and sustainable peace based on a two-state solution, and reiterated their unwavering support for Ukraine’s sovereignty.

The new Comprehensive Strategic Roadmap will guide future cooperation across several key priorities:•Enhanced Security and Defence Cooperation:
Building on existing agreements, both countries will explore opportunities for increasingly complex engagement between their respective forces.

•Economic Security, Supply Chains, and Technological Resilience: A new bilateral Economic Security Dialogue will be launched this year to coordinate efforts in strategic sectors like clean energy, advanced manufacturing, critical minerals, and food security.

•Trade and Investment: Initiatives such as the Japan-Canada Chambers Council, a Team Canada Trade Mission to Japan, and a Keidanren return visit to Canada will drive economic growth.
•Energy Security and Food Security: Collaborative efforts to ensure stable and sustainable access to vital resources.

•Arctic, Environment and Climate Cooperation: Joint initiatives to address environmental challenges and climate change.

•People-to-People, Academic, and Cultural Exchanges: Fostering deeper understanding and connections between the citizens of both nations.

As Canada and Japan approach the centennial of their bilateral relations in 2028, this Comprehensive Strategic Partnership marks a pivotal new chapter, promising sustained energy, ambition, and depth in their enduring relationship.
