The Republic of Nigeria has crossed the one-quadrillion -naira threshold in electronic transactions and won global praise for its financial inclusion gains, but the system’s foundation is dangerously fragile.

A flagship policy report released on Wednesday by the Bridgforte Centre for Global Impact warns of a glaring “confidence gap” in the country’s digital financial ecosystem.

While account ownership and instant payment volumes have skyrocketed, systemic trust resilience among top executives remains a lukewarm 5.4 out of 10.

Developed in partnership with the UNDP Innovation Centre in Lagos, the report argues that trust can no longer be treated as a byproduct of individual bank performance.

Instead, it must be engineered as an architectural property of the entire digital ecosystem.

The Core Vulnerabilities: What Breaks Down First?

Contrary to popular assumptions, cybersecurity threats and artificial intelligence risks are not what keep financial leaders up at night.

Structured polling reveals that operational breakdowns are the primary drivers of public distrust. At the top of the list, transaction failures and reliability ranked first (6.8 out of 8), driven by failed instant payments and service outages that plague daily commerce.

Dispute resolution gridlock came in second (6.0 out of 8), as consumers face sluggish, opaque recourse mechanisms when money vanishes across multi-party transaction chains.

Finally, while total fraud incident volumes have declined, the financial losses have grown increasingly catastrophic—a point underscored by staggering N31.1 billion single-point failure incident in 2024 that exposed systemic vulnerabilities.

The Five Pillars of Systemic Confidence

To safeguard the future of digital finance, Bridgforte introduces the Trust Architecture Framework, identifying five interdependent pillars required to sustain public confidence:

Infrastructure Integrity: Securing real-time payment rails and treating national identity systems (BVN/NIN) as foundational public goods rather than isolated compliance silos.

Institutional Accountability: Establishing explicit cross-boundary liability and clear consumer recourse when transactions traverse multiple fintechs and banks.

Technology Governance: Proactively implementing board-level oversight, explainability, and bias-monitoring standards for artificial intelligence before regulatory mandates lag behind deployment.

Ecosystem Coordination: Overcoming the “collaboration paradox”—where financial competitors hoard data rather than uniting against sophisticated fraud networks.

Cultural Confidence: Bridging the gap between technical inclusion and human
reassurance, ensuring digital platforms offer the same psychological certainty historically found in cash.

A Call for System-Level Reform

The report issues ten targeted recommendations for regulators, financial institutions, and development partners.

Key calls to action include establishing mandatory, cross-sector fraud intelligence -sharing platforms, shifting supervision from rigid process compliance to outcome-based market governance, and treating dispute resolution as strategic infrastructure rather than an administrative cost center.

As the Central Bank of Nigeria rolls out its Payments System Vision 2028—which explicitly commits to establishing a National Payments Trust Index—the Bridgeforte report serves as a timely roadmap.

It positions Africa’s largest digital finance market not merely as an adopter of global standards, but as a pioneer shaping the next generation of financial governance worldwide.
