PRP Senatorial candidate for the Federal Capital Territory, Dr Juliet Muoneme, has proposed a solution to Abuja’s persistent cattle-roaming problem: stop the animals from wandering across major roads, but provide livestock owners with designated ranches and proper facilities.
Muoneme made the proposal during a media engagement with the Association of Corporate Online Editors in Abuja, where she said cattle roaming had become a danger to residents and a problem that required more than repeated bans.
“Not just stopping them from moving, but how do we take care of them too?” she asked, arguing that the FCT had enough land to establish organised ranches for cattle owners.
She said her proposed legislation would combine cattle-movement regulation with a structured livestock-management system.
The plan, she explained, would protect residents from road accidents and traffic disruptions while creating opportunities in meat production, dairy, hides and skins.
Muoneme’s position comes amid renewed concern over the continued presence of cattle on Abuja roads, despite the FCT Administration’s 2021 ban on open grazing.
In June 2026, FCT Minister Nyesom Wike apologised to residents over the unresolved problem and accepted responsibility for the situation.
The PRP candidate said her proposal would not criminalise cattle ownership. Instead, it would treat cattle as valuable economic assets and provide a more organised system for both livestock owners and city residents.
The plan forms part of her wider FCT RISE Agenda, which includes affordable housing, youth skills development, entrepreneurship and the creation of an automobile hub for mechanics, electricians and engineering graduates.
Muoneme said the objective was to bring practical leadership to the nation’s capital. “Politics is not dirty. Politics is about leadership. Politics is service,” she said.
