IMF Praises Guyana’s “Impressive” Growth, Cautions Against Overheating

Guyana’s Oil-fueled economic boom is continuing to set global records, but the International Monetary Fund (IMF) is urging the South American nation to exercise prudence to avoid economic overheating.

In a concluding statement released on July 31, 2026, following the 2026 Article IV Consultation, the IMF noted that Guyana’s real Gross Domestic Product (GDP) grew by over 19 percent in 2025, following an average growth rate of nearly 40 percent in 2023 and 2024.

The country’s rapid ascent is largely driven by its booming oil sector. Oil production exceeded expectations, surpassing 900,000 barrels per day by the end of 2025—a 35 percent increase over the previous year.

This momentum has continued into 2026. However, the growth is not solely reliant on crude.

The non-oil economy also expanded by approximately 14 %, with construction leading the charge, alongside significant contributions from agriculture, mining, and manufacturing.

“Available indicators do not point to clear signs of overheating or resource-driven
competitiveness pressures,” the IMF statement noted.

However, the mission warned that
“strong wage growth and wage-based real exchange rate indicators warrant close monitoring”.

Fiscal Prudence and Sovereign Wealth
To manage this influx of wealth, Guyana continues to accumulate oil revenues in its Natural Resource Fund (NRF), building fiscal and external buffers.

The overall fiscal deficit narrowed
to 5.5 percent of GDP in 2025, largely because soaring oil revenues more than offset declines in non-oil revenue.

The IMF commended the Guyanese authorities for their prudent borrowing strategy, which has resulted in one of the lowest debt-to-GDP ratios in the Western Hemisphere. The risk of debt distress remains low.

Looking ahead, the IMF projects that the fiscal deficit may widen slightly in 2026 due to social transfers and electricity subsidies, but it should improve in 2027.

The IMF advised that if oil prices remain persistently high, a larger share of the additional revenue should be saved, aligning with the economy’s absorptive capacity.

Monetary Policy and Inflation

Inflation in Guyana averaged 3.3 percent in 2025 but has edged upward by mid- 2026, driven by higher global energy and food prices.

The IMF noted that tight monetary conditions have helped maintain price and exchange rate stability while recommended that monetary policy remain consistent with the stabilized
exchange rate arrangement.

Over time, as the economy expands, the IMF suggested that the monetary framework should be strengthened by activating the interest rate channel
and deepening financial markets.

Outlook and Risks

The economic outlook for Guyana remains highly favorable. The IMF projects that the nonoil economy will grow by about 7 percent on average over the next five years, driven by government infrastructure plans.

Risks to the near-term outlook are broadly balanced. On the upside, further oil discoveries could boost growth, while higher oil prices would improve fiscal accounts.

On the downside, higher oil prices could intensify overheating pressures, leading to real exchange rate appreciation. Additionally, adverse climate shocks remain a potential threat to the economy.

The IMF also welcomed Guyana’s ongoing efforts to diversify its economy, strengthen human capital, and advance market-based forest conservation via its Low Carbon Development Strategy 2030.
